ICE Agents Caught on Video Slashing American Couple’s Tire — Then Driving Away

Federal immigration agents are facing demands for an investigation after video footage showed a masked officer repeatedly stabbing a couple's vehicle tire following a confrontation over their efforts to document ICE activity in Oregon.

An incident in suburban Portland is raising disturbing questions about the conduct of federal immigration officers under the Trump administration after video footage showed an Immigration and Customs Enforcement (ICE) agent deliberately puncturing the tire of a vehicle occupied by two American citizens.

The agents then reportedly drove away without making an arrest, issuing a citation, or even speaking to the couple.

The October 7 incident in Hillsboro, Oregon, became public on October 29 when the American Civil Liberties Union released video footage and announced that it had filed a formal administrative complaint with the Department of Homeland Security.

The footage raises a fundamental question: When did federal law enforcement officers gain the authority to damage private property simply because citizens were documenting their activities?

A Confrontation That Escalated Into a Pursuit

According to the ACLU complaint, the married couple, identified only as A.P. and M.P. to protect their identities, spotted an ICE vehicle and followed it to a supermarket parking lot.

There, they observed several immigration officers and began recording their activities. The couple also shouted warnings about ICE's presence, blew whistles, and honked their vehicle's horn.

These actions apparently attracted the attention of the federal agents.

According to the complaint, one officer approached the couple's vehicle with a shopping cart while other agents began pursuing them as they attempted to leave.

What followed was a vehicle pursuit through the surrounding neighborhood.

The ACLU alleges that multiple ICE vehicles drove aggressively, attempted to block the couple's car, and initially pursued them without activating emergency lights or sirens.

Eventually, the couple stopped at a traffic light.

That's when the situation took an extraordinary turn.

A Masked Agent With a Knife

Video footage shows a masked federal officer exiting an ICE vehicle, approaching the couple's car, and stabbing a rear tire with a knife.

The officer then returned to his vehicle.

Moments later, he approached the couple's car again and stabbed the tire a second time.

Rather than arresting the occupants or explaining the reason for his actions, the officer returned to his vehicle.

The ICE vehicles subsequently departed.

The couple was left with a damaged tire and serious questions about why federal officers had pursued them in the first place.

According to local reporting, the couple contacted 911 after the encounter.

The Hillsboro Police Department confirmed receiving a report about the incident, although officers reportedly encountered difficulties contacting ICE to establish what had happened.

Recording Federal Agents Is Not a Crime

The First Amendment protects the right to observe and record law enforcement officers performing their duties in public, subject to lawful restrictions.

Federal appellate courts have repeatedly recognized that protection.

Yet the ACLU argues that the Hillsboro incident is part of a broader pattern of federal agents intimidating citizens who attempt to document immigration enforcement operations.

The organization has brought similar complaints involving federal law enforcement activity in several American cities.

The issue extends well beyond immigration policy.

Citizens have a legitimate interest in documenting the actions of government employees, particularly armed officers exercising significant authority over the public.

Recording police activity can provide evidence of misconduct, protect officers against false accusations, and establish an independent record of encounters that might otherwise remain undocumented.

If officers can retaliate against observers by damaging their property, the constitutional protection becomes meaningless.

Where Is the Accountability?

The Trump administration has repeatedly defended aggressive immigration enforcement as necessary to uphold federal law.

But enforcing immigration law does not exempt federal officers from the Constitution.

Nor does wearing a badge give an officer unrestricted authority to intimidate citizens or destroy private property.

The ACLU has demanded that the Department of Homeland Security identify the agents involved, preserve relevant evidence, investigate the incident, and impose appropriate discipline.

Those demands deserve serious consideration.

The available video shows the tire being deliberately punctured. What remains unanswered is why the officer believed that action was justified, whether supervisors authorized or subsequently reviewed the conduct, and whether the government intends to hold anyone accountable.

As of the initial October 29 reporting, DHS had not provided a public explanation responding to the allegations.

A Dangerous Message to the American Public

The most disturbing aspect of this incident may not be the damaged tire itself.

It is the message such conduct could send to ordinary Americans.

The couple was documenting federal officers operating in a public place. They were not arrested. No criminal charges were reported. Yet they found themselves pursued by government vehicles and confronted by a masked officer carrying a knife.

The ACLU maintains that the conduct amounted to unconstitutional retaliation.

Whether investigators ultimately substantiate every allegation remains to be determined, but the video provides compelling grounds for an independent investigation.

The Trump administration cannot credibly claim to champion law and order while ignoring credible evidence that its own enforcement officers may have violated the law.

Federal agents are entrusted with extraordinary powers. Those powers must come with equally serious responsibilities.

The question now is whether the Department of Homeland Security will investigate this incident transparently — or whether another documented allegation of federal misconduct will disappear into bureaucratic silence.

Because when government agents can damage an American citizen's property and simply drive away, the public deserves more than silence.

It deserves answers.
